February 27, 2026

The PHMI Clinical Guidelines: People With Behavioral Health Conditions compile evidence-based clinical recommendations and PHMI measure guidance for Depression Screening and Follow-Up for Adolescents and Adultsand Depression Remission or Response for Adolescents and Adults. Drawing from the U.S. Preventive Services Task Force (USPSTF) and Kaiser Permanente National Guideline Program, this resource summarizes measure definitions, standardized depression screening, follow-up after a positive screen, and measurement-based care for adolescents and adults.

The guidelines address the use of validated screening and assessment instruments, including the PHQ-2, PHQ-9, Beck Depression Inventory–Fast Screen (BDI-FS), Geriatric Depression Scale (GDS), and other standardized depression measures. They also describe qualifying follow-up care, including behavioral health assessment, therapy, collaborative care, medication management, and the use of the PHQ-9 to monitor depression treatment response or remission.
